Since "fag" as cigarette has been around longer than the other definitions of the word, I have a theory how its meaning became applied to the other versions.
Think about smoking. What happens when you are done? You toss it on the ground and step on it, grinding it into the ground to put it out.
So, you're in England in the early 1800s. And you are in the local boys school. You're an upperclassman with this underling doing all your durty work. You think of him as useless, someone beneath you that you can step on. You start calling him a fag like the cigarette.
As time goes on, and since boys will be boys - especially horny pubescent boys - many more implications of underclassman servitude get applied to the word fag and now a fag kisses ass, bends over for use and abuse and who knows what else.
Thus, fag went from "cigarette" to "something useless."
Of course, the tables have turned! because we know that without us "useless" fags there'd be NO style, NO fashion, NO entertainment in the world. Without us, the world would just fall apart!
